As the ongoing political and economic transition in the Central and Eastern Europe countries (CEE) moves into the next century, the most advanced countries in the region are preparing to deal with their prospective entry into the European Union. More a process than an event, joining the EU is likely to place heightened demands on public administrations throughout the region. To assist these countries with their efforts, the Bank conducted a study of the regions. The results of that study are included in this volume. 'Ready for Europe' specifies and clarifies the administrative requirements of accession. The author uses in-depth case studies for three pre-accession countries, Estonia, Hungary, and the Czech Republic to make these specifications. The book defines the performance level countries will need to attain for a range of administrative tasks so the countries may reach a minimal threshold for EU membership. It applies selected standards to determine each country's readiness for accession and for the longer-term transition agenda. The author focuses on these three critical areas of administrative performance in the context of EU accession: How advanced is the development of a politically neutral, professional human resource cadre in the civil service? Do countries have the necessary institutional infrastructure at the government's core (that is, cabinet level) to formulate and coordinate policymaking in an efficient and democratic manner? How well are the dedicated institutional structures and processes established to shepherd countries through the accession process working?

Since 1970, Julian Simon has been challenging the doomsayers and their conventional beliefs in a series of controversial popular essays based upon his technical scholarly research. These have been his central message: Raw materials and energy are getting less scarce. The world's food supply is improving. Pollution in the United States has been decreasing. Population growth has long-term benefits, even though added people are a burden in the short run. The United States needs more immigrants. These essays are the core of Population Matters. The central vision is of human being who, on balance, create more than they destroy, if they have adequate incentive to create and guarantee protection of the fruits of their labors. The debate on these questions concerns the effect of the number of people on the standard of living. Simon sees the following mechanism at work: Population growth and increased income expand demand, and prices of natural resources are forced up, triggering the search for new supplies. Eventually new sources and substitutes are found, and humanity is better off. How quickly this happens is critical; and here the presence of economic liberty and respect for property are of central importance. There is no doubt that Julian Simon has influenced the professional consensus on these questions. But he does not preach complacency, nor does he think that new resources and economic advances are inevitable. He reminds us that institutions that protect property and reward initiative must be protected. Above all, we must remember that the ultimate resource is people, whose exercise of will and imagination for their own benefit inevitably benefits us all. Those who have read and enjoyed Simon's other books or his writings in the popular media will find this a spirited examination of the compelling issues of our day. Some of the most provocative essays in the volume have never before been published. Social and physical scientists may be stimulated to rethink some of their assumptions, and the general reader will be engaged by the force and style of his arguments.

A look at the challenges facing education in Central Asia. In many ways, the story of education since the beginning of the transition in Central Asia is integrated with similar processes in other parts of the former Soviet Union. It may not explain everything, but understanding the challenges throughout the 15 former republics is helpful in understanding the progress and setback in the Central Asian Republics. Most importantly, the Central Asia republics have demonstrated their independence in the adherence of Western-recommendations; they have articulated their demand for respect on their own terms, and not just as the recipient of strategies developed elsewhere. One would hope that this sense of independence and of autonomy of spirit would continue, but that it would not interfere; with the universal principles that pertain to all modern societies: those of equality of opportunity, and the necessity for achieving consensus over what to teach about history that is fair to all citizens.

The two main topics of this book are Iwasawa theory and modular forms. The presentation of the theory of modular forms starts with several beautiful relations discovered by Ramanujan and leads to a discussion of several important ingredients, including the zeta-regularized products, Kronecker's limit formula, and the Selberg trace formula. The presentation of Iwasawa theory focuses on the Iwasawa main conjecture, which establishes far-reaching relations between a p-adic analytic zeta function and a determinant defined from a Galois action on some ideal class groups. This book also contains a short exposition on the arithmetic of elliptic curves and the proof of Fermat's last theorem by Wiles. The rapid expansion of the field of public history since the 1970s has led many to believe that it is a relatively new profession. In this book, Denise D. Meringolo shows that the roots of public history actually reach back to the nineteenth century, when the federal government entered into the work of collecting and preserving the nation's natural and cultural resources. Scientists conducting research and gathering specimens became key figures in a broader effort to protect and interpret the nation's landscape. Their collaboration with entrepreneurs, academics, curators, and bureaucrats alike helped pave the way for other governmental initiatives, from the Smithsonian Institution to the parks and monuments today managed by the National Park Service. All of these developments included interpretive activities that shaped public understanding of the past. Yet it was not until the emergence of the education-oriented National Park Service history program in the 1920s and 1930s that public history found an institutional home that grounded professional practice simultaneously in the values of the emerging discipline and in government service. Even thereafter, tensions between administrators in Washington and practitioners on the ground at National Parks, monuments, and museums continued to define and redefine the scope and substance of the field. The process of definition persists to this day, according to Meringolo, as public historians establish a growing presence in major universities throughout the United States and abroad.

Transaction costs (TC) are the “friction” in an economic system, and their analysis is vital to understanding institutional design and economic performance.
